On January 21, 2019, TÜSIAD issued a new EU newsletter. Mentions that the EU Commission had adopted a critical report about autonomous cars on January 15, 2019.
This report highlights the followings;
1. EU legislation should cover all transport modes, including short-distance maritime transport, domestic maritime means, drones and light rail hauling, in relation to autonomous transport.
2. Studies of international standards should be carried out by cross-country coordination, including road safety and cross-border driving.
3. Drivers must be equipped with appropriate recording devices to support the health and safety aspects of accident investigation.
4. In order to increase the confidence of EU citizens in autonomous vehicles, issues related to data security and Ethics in autonomous transport should be put in place without delay.
5. Autonomous vehicles should be accessible to disable citizens.
In European Union countries, autonomous cars are expected to be visible on the road by 2030. he 2017 statistics point out that 95% of road traffic accidents in EU countries are human error. This ratio and traffic accidents will be extremely reduced by autonomous vehicles, as expected. In addition, digital technologies will make traffic more environmental. However, on the way to those days, the following issues are set to be clarified :
Road safety : Autonomous vehicles , vehicles with other drivers and pedestrians will share the same traffic environment. Therefore, road safety related traffic rules need to be harmonized at EU level.
Responsibility : Driver’s responsibility is going to be replaced by digital technologies in autonomous vehicles. In that case, the EU legislation should be in a position to determine who is responsible for the accident.
Processing of data : EU legislation on data security is also valid for autonomous transport. However, standards to protect autonomous vehicles and to prevent interference by cyber attacks need to be improved.
Ethical issues : Autonomous cars need new regulations on artificial intelligence to treat people with respect.
Infrastructure : Physical and technological infrastructure investments suitable for autonomous transportation are the must!
